We are looking for individuals who have worked/are working in European municipalities, who also have experience from the local level in developing and transition countries.
SKL International is seeking two consultants with the following qualifications and experience, for a medium term assignment in Zanzibar:
(i) Senior Urban Local Government Management Specialist: With at least a Master Degree in local government management or related field such as public administration, business management, public management, organisational development or any other related field. Should have experience of minimum ten years of working with the local government sector in Tanzania / East Africa. The expert should have significant experience of providing direct technical assistance to local authorities related to policy development, legal arrangements, organisation structure, human resources management, internal management systems, etc. Experience as a Team Leader is considered an asset.
(ii) Financial Management Specialist: With at least a Bachelor’s degree in financial management, accountancy, public sector audits etc. Should have working experience of minimum ten years working with the local government sector in Tanzania / East Africa. The expert should have significant experience of providing direct technical assistance to local authorities related to financial management including revenue enhancement.
Experience of working on similar World Bank assignments would be considered an asset, as is a linguistic ability (speaking and writing) in Kiswahili and English.
