SKL International continues to support Sida’s implementation of support to administrative service to the the population after a successful completion of the Inception Phase.
The objective of Sida’s contribution to U-LEAD is to support the establishment or modernisation of up to 600 Administrative Service Centres (ASCs) by providing support to the physical establishment of ASC, and more importantly the institutional establishment of such centres, (including support to integration of service providers, training of staff, awareness raising and more).
The Roll-Out Phase runs from April 2018 April 2020 and the SKL International team is directly responsible for:
- the selection of participating Hromadas
- development of individual Terms of Reference for the support to each participant
- methodological support on all aspects of establishment of an ASC
- policy development within the sphere of administrative service for the population.
The work is carried out by a team of 34 full-time experts in Ukraine and several local and international short-term consultants.

Before joining SKL International in March 2017, Susanna worked seven years as Programme Officer with the Swedish National Board of Health and Welfare, evaluating national reforms of health care and social services in Sweden. Prior to that, she worked with international development cooperation in the fields of health care reform, social welfare, child protection, children’s rights and civil society development support. Having vast experience both of the project manager’s role and the evaluator’s in development cooperation, she knows the field from several perspectives.
Susanna has a BA in Sociology from Stockholm University and is also trained as Swedish-Russian interpreter.
She is fluent in English, Russian and Swedish and has extensive work experience from Ukraine, Russia, Tadzhikistan, Kyrgyzstan, Bulgaria and Sweden.
