General project approach
To ensure quality SKL International treats every project as unique in both proposal and assessment. Our services are often based on Swedish experiences and always adapted to the local context. We build our assistance on an in-depth understanding of the client’s potential for development.
Our work covers either the whole or specific phases of the project cycle. We apply different techniques such as LFA (Logical Framework Analysis) in designing and following up projects and programmes. We use expertise and know-how from our extensive pool of experts from within SALAR and from Swedish local authorities and regions. When appropriate we also use international and local experts.
Our project managers apply modern project methodology and tools adjusted for the needs of the individual client. Each assignment starts with a rigorous consultation process in order to pin-point the context, including identification of stakeholders and challenges.
Swedish and international best practices in local governance and service delivery are implemented through the tools and methods used in our projects.
SKL International deploys back-up staff to act as quality controllers on projects and we periodically consult external consultants to carry out assessments and evaluations of projects in order to improve the quality and impact of our work.
Our project partners range from ministries, associations of local governments and municipalities to donor representatives. Projects are typically associated with decentralisation reform and often located in countries undergoing transitions of different kinds; post conflict, EU approximation etc.
We take care to include gender and sustainability aspects in most of our activities since they are prioritized in the Swedish government’s aid policy. When demanded by our partners we also offer more specific services concerning particular needs in these areas.
