Albanian visit on Forest Management

The third and final study visit to Sweden on local government service delivery took place during 24 – 28 October 2011, as part of the Development of the Albanian Association of Communes (DAAC) Phase-Out project.

Within the framework of the overall goal to explore decentralised service delivery responsibilities of Albanian Communes, this particular visit focused on forest management.

Participants included a group of Mayors from Albanian Communes as well as a representative from the Albanian Ministry of Environment, Forestry and Water Administration.

The group visited the Municipalities of Hylte (www.hylte.se) and Halmstad (www.halmstad.se), as well as a number of fruit import and production companies in southern Sweden.

Participants were exposed to a range of practices of public sector authorities and private sector actors, in the management of productive and protected forests.

The expectation is that Swedish experiences can be of value for Albanian Communes as they begin to take up new responsibilities, including alternative institutional arrangements for forest management, as well as the impact of EU environmental regulations.

Participating Communes also discussed the possibility to establish longer-term cooperation with Swedish Municipalities.
