Anti-corruption and local democracy: study visit from Albania

On 27–8 April SKL International welcomed a delegation from Tirana led by Bledi Çuçi, Minister of State for Local Issues, for a visit to Stockholm and Södertälje. The programme covered both parts of Mr Çuçi’s portfolio, anti-corruption and local government. Albania is embarking on the biggest territorial reorganisation in modern history, with 373 municipalities about to merge into 61 following local elections in June. SKL International’s 2012 study on territorial reform in Albania was an inspiration, said Mr Çuçi.

In Södertälje the delegation met Mayor Boel Godner and opposition leader Marita Lärnestad, and heard presentations on decentralised service delivery, procurement and security procedures. In Stockholm, after meetings at the Ministry of Finance and the Swedish International Development Cooperation Agency, they met experts on anti-corruption from the Swedish Association of Local Authorities and Regions. The visit closed with a tour of Stockholm City Hall and lunch with Eva-Louise Erlandsson Slorach, President of the City Council.
