Rwanda – Decentralisation and Good Governance Programme to kick off January 2014

GIZ (Deutche Gesellschaft fur Internationale Zusammenarbeit) has awarded SKL International in consortium with SIPU International (lead), to implement a comprehensive long-term assignment under the third and last phase of the Rwandan National Decentralisation Reform (2011-2015). The contribution of the consortium will be to support the GIZ-funded Decentralisation and Good Governance Programme to reach its overall objectives which is that district authorities are strengthened to provide public services in a needs-oriented, efficient and transparent manner with the participation of the citizens. The design and implementation consists of two major service packages within the larger programme framework:

1. Support to the development of a curriculum for local government officials and staff and facilitation of South-South exchange between local government associations and local government training facilities.
2. Support to the development of a local Government Capacity Building (LG CB) Pooled Fund

The main partners of the project include the Ministry of Local Government (MINALOC), the Ministry of Finance and Economic Planning (MINECOFIN), the Rwanda Governance Board (RGB), the Rwandese Association of Local Government Authorities (RALGA), districts and selected organisations from civil society.
The project runs over a period of 18 months and starts in January 2014.
