The Government of Ukraine approves education formula prepared by SKL International´s team of experts

In January, the Ukrainian Cabinet of Ministers finally approved the new formula for state subvention for general secondary education, designed and prepared by SKL International´s team of experts under the Decentralization Support Project (DSP). Since 2015, the work with the formula has been a core area of support by SKL International, carried out in close cooperation with the Ministry of Education and the Ministry of Finance of Ukraine. The formula is effective from 2018 and beyond.

The new formula´s importance for decentralization reform is significant. It represents a radical departure from previous versions in the way state subventions are allocated between local budgets across all of Ukraine and among the newly created municipalities. It takes into account a vast number of indicators and is based on new standards of normative class sizes, teaching plans, teacher salaries and specific territorial differences. Technically the formula is implemented in an Excel-based simulator, allowing to estimate subvention allocation for every local budget.
