Description of Project

The LODLOG programme is a continuation of a long-lasting partnership between SKL International and The South African Local Government Association (SALGA) that started in year 2005. In September 2009, Sida commissioned SKL International to design, develop and implement an additional training programme on Local Democracy and Local Governance (LODLOG), targeting municipal leadership. In 2007, the Local Government Sector Education Training Authority of South Africa (LGSETA) registered LODLOG as one of their accredited training programmes.

The overall objective is to contribute to enhanced capacity of local government in South Africa in dealing with its responsibilities through the stimulation of long-term relationships with their sister organizations in Sweden. Over the years, the partnership has also expanded to include projects like the Gender Mainstreaming and Local Governance (GEMLOG) training programme and the P3 project.

The project is expected to achieve the following results:

  • Strengthened capacity of local governments in RSA
  • Increased knowledge and ability of local government in RSA to analyse and address needs for improved governance and service delivery
  • Improved ability among local government in RSA to develop, implement and oversee development projects
  • Increased understanding among the participating LGAs on how to develop and run a capacity development programme for the local government level
  • Improved conditions for long-term municipal exchange
  • Increased knowledge and understanding among participating municipalities on how municipal partnership cooperation can contribute to development and improve service delivery
  • Increased interest and capacity of participating municipalities to develop a municipal partnership
  • Existing/former partnership municipalities are strengthened by making good use of their experiences and learning
  • Increased understanding among LGAs (SALGA, ALAN/NALAO, BALA) on how municipal partnership can contribute to capacity development of their members and what role they can play as LGAs
