Description of the project
The overall objective of the TUSELOG project is to contribute to enhanced local governance in Turkey. SKL International cooperates with the Union of Municipalities of Turkey (UMT) and the Swedish Association of Local Authorities and Regions (SALAR), with the purpose of strengthening UMT organisational capacity, lobbying/service capacity and EU integration capacity as well as to improve municipal capacity to provide services through municipal partnership networks and strengthened capacity in Turkish municipalities.
At the centre of the project is a programme focused on institutional capacity building of UMT as a membership based organisation providing members with capacity development services as well as to lobby for the interests of its 2951 member municipalities. Methods employed include technical assistance on organisation planning and development, lobbying and EU accession, training needs assessments, development of training programmes for politicians and civil servants, and policy development.
The component focusing on municipal capacity building encompasses training on sustainable urban planning and local economic development including participatory techniques such as participatory budgeting. Furthermore, the project builds on previous good experiences of Turkish-Swedish results-based municipal partnerships, supporting the formation of partnerships focusing on different aspects of municipal development, governance and democracy. Partnerships are supported throughout planning and implementation through a training programme and handbooks on partnership techniques. The introduction of thematic local partnerships will result in the establishment of further clusters of Turkish Municipalities in a given region working towards a shared development objective, in line with EU approaches/standards.
