U-LEAD with Europe in Ukraine, Component 2: Administrative Service Centres, Inception phase.
SKL International is implementing the inception phase of the second component of the EU-funded Ukrainian Local Empowerment, Accountability and Development Programme (U-LEAD with Europe). The Programme was initiated to support the decentralisation process in Ukraine. The inception phase, that runs from October 2016 through December 2017, will pilot the design, set-up and management of administrative service centres in 24 amalgamated local communities. It will also support awareness raising and communication, citizen participation and cooperation between municipalities in Ukraine.

Before joining SKL International Alexander worked four year as a Programme Officer with Democracy Support implemented by Swedish party affiliated organisations. The main focus of his work was supporting political parties and movements striving to improve respect for human rights, foster democratic institutions and promote zero tolerance of corruption in Eastern Europe and Eastern Africa.
Prior to that, Alexander worked with international development cooperation in the field of inter-governmental cooperation, civil society development, combating trafficking in human beings, and youth participation. Having vast experience both of working in big international organisations and grass-roots movements he knows the field from several perspectives.
Alexander has an MA in Philosophy with a focus on international development cooperation from Gothenburg University and has also trained in intercultural dialogue and other cross-cutting issues.
He is fluent in English, Russian and Swedish, and has extensive work experience from Ukraine, Belarus, Russia, Georgia, Uganda, Tanzania and Sweden.
